Does Indiana license general contractors at the state level? 

No. Indiana has no statewide general contractor license. Plumbing is the only construction trade licensed statewide, through the Indiana Professional Licensing Agency. Cities and counties set their own contractor rules, and many require proof of general liability insurance and a surety bond before issuing a local license or permit.
