Does the Volunteer Protection Act mean our group does not need insurance? 

No. The federal Volunteer Protection Act of 1997 may shield individual volunteers from personal liability for certain acts within their duties. The Act does not protect the organization itself. Coverage still matters because: 

  • The organization remains liable for the volunteer’s conduct in many cases 
  • Acts outside the scope of duties are not protected 
  • Auto accidents and gross negligence are explicitly excluded
