Are independent contractors counted as employees in Wisconsin? 

A 1099 does not decide it. Wisconsin applies a nine-point worker’s compensation test under s. 102.07(8)(b). A contractor, subcontractor, or owner-operator who fails that test can be treated as your statutory employee. Review classification, written agreements, and certificates before the work starts.
