Does an out-of-state company need Wisconsin worker’s compensation? 

Yes, if you have employees working in Wisconsin and you are subject to the Act. The policy must come from an insurer licensed to write worker’s compensation in Wisconsin, and Wisconsin must be named as a covered state in section 3-A. A neighboring state’s policy alone does not satisfy the requirement.
