Do out-of-state contractors need to register in Rhode Island? 

Yes. Rhode Island offers no reciprocity for contractor registration. Contractors from other states must register with the Contractors’ Registration and Licensing Board before performing work here. Registration requires a $500,000 certificate of liability insurance naming the board as certificate holder, plus proof of workers’ compensation if you have employees.
